Is there a way to make a 100x100 pixel image appear larger?

My friend is making a live journal and it requires all the pictures be 100x100 but when she shrunk it down, it was wayy to small. Is there a way to stretch the pixels out over a greater area? or make it appear bigger somehow?
 
It depends on the resolution of your desktop and your monitor size... eg: my rez=1024x768, 18" viewable, therefore 100x100 pic will be 1.4in x 1.4in, if your rez was higher, then the pic will appear smaller, if my rez was lower say 800x600 then the pic would be 1.8in x 1.8in... right.. 🙂
pixel size is fixed...unless you go around it, say make a pic 4in x 4in and specify the pixel/in^2 to be 100 or something... i dunno what you will get in the end.. but it wont be a 100x100 pixel image
