No fee is required, but you need a newsreader (many people use Outlook Express), some way of opening yEnc-encoded files (I use a tiny program called yProxy, by a company called Brawny Lads, but I believe the Agent newsreader can open yEnc files without a translator), and a newsgroup provider. Most ISPs provide at least some news service, but it's often quite limited, so I use Giganews to supplement my newsgroup service. It may sound complicated if you're not used to newsgroups, but once it's all configured it works seamlessly and painlessly. I download a commercial-free MP3 of the show every day in just a few minutes.

I did provide the appropriate name. You need, first, to get the name of your ISP's news server, and configure OE or Agent to view the available newsgroups, where you'll find alt.binaries.howard-stern, and alt.binaries.howard-stern.repost.

Sometimes people run small personal shoutcast servers and broadcast it live.
I'm sure there are some legalities surrounding that though.
