I have 4 computers sharing a DSL connection through a Netgear RT311 router and a Alcatel Speed Touch Home modem. Can I limit the bandwidth that a certain computer gets? Is there a setting in Windows or a program that will do this?

Squeeze a little the CAT5 that goes to the computer that you want to limit, that will block part of the transfer electrons..

This special remedy will only work only today.
In reality Limiting bandwidth, entail the use of very expensive computer hardware/Software.

i did it so that my other computers registry settings allowed them half my speed on the main comp. My main com has 700kb avg, while the rest have 300+kb. I only optimized the registry on my first comp, I don't really know if this frees up more bandwidth for my main comp though.

For someone that's been here since the boards opened, you need to open your eyes. This topic has been beaten to death with a stick as old as your grandfather. Stop being a cheap@ss and share your bandwidth. Use the search button that was placed there for a reason.
