Is there a way to keep the PSU fan FROM spinning faster?

I don't like the extra noise the fans make when things get hot. I'm considering chaning the fans.

The PSU's I got

Inwin Powerman P4 SFX 180W
Enermax EG301P-VB 300W
Another SFX PSU 200W found in YY-A10x cases <~~ Is just damn loud from the get go.

ARGGH. I just can't stand the noise anymore.
