I glued this junky heatsink onto my video card and now I want to put a better one on. Has anyone accomplished this? Is this the wrong topic for OT? Tell me, where should I post it?

I would think you're video card is going to come apart if you try and get it off. That stuff is like really expensive JB Weld.

Guess I should've spent a little more time and effort on the mod. ah well...I see it pretty clear in the rearview mirror.

You might be sh!t outta luck on this one.

Arctic Silver Thermal Adhesive is a permanent adhesive.

However, you could try the ol' rubbing alchohol...it MIGHT work. I do have to tell you I take no responsibility if you fry your card while trying to clean it.

If you didn't mix the epoxy very well when it was applied, it may separate with some force. When both parts are mixed well and proportionately tho, epoxy can be incredibly strong.

I'm not that ambitious anyway. I just have to find a quieter fan than a Thermaltake 60mm and I'll be squared away.

I got some of this arctic silver epoxy and when I read that it will never come of I had second thought about putting on my video card's heatsink

Check Google. There are solvents for epoxy, but you will have to be very careful for a couple of reasons. First, most of them are dangerous to handle so you'd better know what you're doing. Second, because the printed circuit board is also epoxy based, the solvent could just as easily eat the card.
