Is there a way to force install an older version of DirectX?

I did a reinstall a few days ago and everything was fine. Installed 9.0c right away and never thought to check out dxdiag until last night. When I did check this showed up under DirectX features. Pretty much says my system has no DX capabilities with 9.0c. With my old install with 9.0b I had no problems with DX working. I'm using ATi's Catalyst 4.9 drivers on this install which worked fine on my previous install. What I'm wondering is, is there a way to force an install of an older DX version or a way to uninstall 9.0c and then reinstall 9.0b?
 
From what I've read there isn't, however, I have seen a small utility out there that supposedly does it. Not sure if it's update for directx 9.0c yet.
 
I found a utility that accomplished what I needed. Back to 9.0b and everything is kosher. I wonder why 9.0c gave me problems.
 
You can use a small utilty called DirectX uninstaller.
It must be executed under safe mode and it will require your original Windows XP CD to restore DirectX 8.1, then you can install 9.0b over it provided you can find the 9.0b redist.

I have a related issue which is why I have gone through this.
Does any one know how to force install DX9.0c on to my system? My DX version is currently 9.0b, but the 9.0c setup installed simply told me I can start using the installed program despite it installed nothing.
The version is DxDiag is still 9.0b, and of course 3DMark05 340 still refuses to run and gives the failed to create D3D9 error.
