Is there a way to figure out via UV index

Is there a way to figure out via UV index of how quickly one would burn in the sun with out a tan? I've seen the weather channel claim that 10 minutes at UV 10 and you'd burn but I've found that to be false and at UV 5 it's 30 minutes till burn but yet agian I've found this to be false (It takes longer).
