Is there a way to enable vsync in Windows?

I'm getting tired of the screen tearing all over the place whenever I move a window, or scroll in a browser, or whatever...

It's enabled by default if you're running the Aero theme, otherwise (with the "Basic" theme) you get screen tearing just like in XP. I'm pretty sure you can't explicitly enable/disable Vsync by itself though.
 
If you have a nvidia card go into the nvidia control panel and select 3d setting.
Change it to vertical sync - force on

Yep yep, I just tested it, and only the Windows Aero color scheme has vsync enabled. With the Windows Vista Basic, Windows Standard, and Windows Classic color schemes, tearing is still present.

Yay, I finally have vsync in Windows... 🙂

Edit: Just fixed some formatting...

It works anytime you are using 3d acceleration. Including on the desktop and in Aero.
