Is there a way to convert a DIVX file to regular MPEG1/2?

For example, I want to convert a DIVX file to regular MPEG1 so I can make a VCD that will be playable on a standard DVD standalone player.
 
And be aware that each encode degrades the quality. A DivX to VCD conversion will not be as good as a direct DVD-to-VCD rip.
