If you perhaps saw the recent (June 4) WWDC video from Apple, they will be addressing this exact privacy issue in the next update to macOS "Mojave", and specifically in the browser "Safari". Don't know about your particular issue, but maybe try another web browser? "Tor" browser, Opera, SeaMonkey, PaleMoon, and others. Some browsers include an "incognito" option.
Or: boot from an Ubuntu optical disk or USB thumb drive, and use the Firefox browser provided with that.

It is possible to change the MAC address of your LAN port.
If they only check the MAC address, then maybe a different LAN port MAC address would work.
Or: they could be checking the Internet Provider data, so that even a complete new PC on the same connection would still fail their ID check system.
Maybe buy a used laptop off of eBay and use it to connect via a public WiFi at McDonald's, Starbuck's or local public library?
Did you try using another web browser?

Yeah I used many browser but the probleme no sloved because every browser share the pc configuration whit the WEB and for that when I format my pc or whatever I done when I install any browser the browser check my PC configuration and check All Hardware IDs and when I enter to google to buy dveloper account the browser share my pc configuration whit google then google compare them and find that the pc has been banned and banned the new account also .. but as you say the Mojave Update on mac will slove this probleme and safari will share onyl some simple info not all information about user pc
The Next step I will try to contact my pc manufacture to give me a solution on how I can change or protecte my Hadware Ids

Asking about ways to skirt the system and/or get around bans via changing hardware ID's is not permitted.
