Is there a way to avoid this?

I put my TV ( w/ cable) next to my monitor, and whenever I turn it on the monitor starts to have like minitaure black lines, and the picture on the monitor goes to hell.

Maybe get a new TV. ;) One with better shielding.

Or there must be some kinda shield that can go between.

zippy's right the tv is causing interference w/the monitor...I have the opposite prob...when I run my computer it causes interference w channel 11 on my tv

I discovered a similar phenomenon once while working in the lab.

I dropped a pretty strong magnet off of a shelf and just happened to catch it as it fell in front of a monitor. It really distorted the picture and made a lot of cool trippy colors. Then I noticed missing rows (or columns?) of pixels (the black lines you speak of).

We never resolved this problem and got the monitor replaced on warranty claiming it showed up after a thunderstorm.

I would guess, in one way or another, your TV monitor had the same effect on your computer monitor that the magnet had on mine. Sorry :(
