Is there a water kit in which rad is outside just tubes and block inside ?

I would apreciate some help here. Im getting 50's for idle .... thing is I have a puny radiator inside the case. So it gets hot, really hot depending on my room temp. I have to leave AC on 24/7 and I get 49c ,,,,,, shouldnt water give it 30c for example. thx gl
