Is there a test I can run to check the speed?

I don't need a benchmark so much to check my speed for Frames per second for a FPS. I just think the system is slow. I cannot figure out if it is a buch of small programs running in the back ground like iTunes updaters etc.. or what. So, I suppose I need to knwo how fast it should be and then a test to see how fast it is now.

Windows 7 does this thing where the cursor spins and the windows fogs up and sometimes I can read (Not Responding)

Internet connection? Speedtest.net

CPU? CPU-Z

I know the internet speed is ok because I tested it with speedtest.net.
I swear my system freezes update a simple web page will take mins to load.
No, years ago, when I first found AnandTech, I was running a Celeron 333 at 500...
Blah, blah, long story short - has software bloat equaled CPU speed increase? Shouldn't web paged load in a fraction of a second now with the CPU and internet speeds we have? Have I not been careful enough installing software that lots of cpu eating add-ons have crept into my system, each one slowing it down a little? Do PC just freeze up now a days? What makes the cursor spin and the window fog up?

For the cursor to spin.there is something loading for sure.but for the window foging up look's more like Gpu. do you have the whrite drivers for it.
