Is there a service where I can test a dial up connection?

My FIL recently moved and I was hooking up his computer. I went to test the Internet connection and is was flaky. He's using NetZero. First time I got on just fine, tried to DL something, then it stalled. Then I couldn't get back on at all. I updated to the latest NZ software and I got back on but no sites would load.

Is there somewhere that I could dial into that's not NZ to see if it's the modem or NZ's service? I can query the modem fine in Windows but long ago I had a modem that queried just fine but wouldn't dial. I'm trying locate another modem to swap but I threw all mine away!!
 
lots of telephone lines are still shat. bad static and humming on the line will cause poor connectivityu
 
I just finished some Googling and everything I came across what like NetZero, Bluelight, etc. and those type of services where you use their dialer software. I suppose that wouldn't be a big deal but I was looking for an access number with like a guest login or something.

I know the Netzero software has quite a few access numbers for my area so maybe it's just a matter of finding a good one and using that as the default.
