Question Is there a purpose for telnet other than legacy systems?

Why does Windows 10 have a telnet optional installation, but no SSH, Rlogin, or Mosh optional installation? Who uses telnet in practice anyway, the connection is way to insecure for the modern day world.

The only thing I can think of where telnet is still used is in Legacy servers and MUD's, but the number of them and the number of people who use such services is so small, I do not see why Windows should place it as a optional feature to install. They should replace it with SSH, Rlogin, or Mosh. Those who need telnet should use a software client instead.
