Is There A Public DALNET Irc Server?

I'm trying to log on to Dalnet or Efnet, but I can't log on... I think it's something with my ISP.

My ISP has no IRC server... is there a public one anyone can use?
 
As of yesterday DALnet

Keep in mind though that DALnet gets DDOSed constantly and is on pretty shaky ground. Too bad, it used to be a good network.

dalnet is been majorly messed up for the past few months. ddos attacks galore.
and
THIS pretty much ensures that dalnet will never see the activity/popularity it once did.
