Is there a program to downsample MP3's?

Usually I rip CD's to 256 kbps/s MP3's (ripped with audiocatalyst to WAV and either encoded with Fraunhofer or LAME) to play on my computer and I was wondering if there is a program that will convert MP3's from one bitrate to another.

I want to be able to downsample various MP3's I have on the fly and then transfer them to my Nomad. Any suggestions?

MusicMatch Jukebox will do the job. You can choose any bitrate from 32kbps to 320kbps, including CBR and VBR, wma is also supported.

Yep I used jukebox for my nomad, only problem I had was it changed the names of the files unless I did something wrong, like this
nin - song one
nin - song two
then it would go to switch the bitrate and convert the first one to ninson~1 and go
to save the 2nd one but it would try to name it the same thing and would ask if it should
over write it or not. So I had to get the group I wanted to downsample and name them like
this:
1nin - song one
2nin - song two
