Is there a program that shows you how much of your connection is being used?

I have a cable modem, and I don't know why it is going so slow. Is there any program that shows how much of my internet connection is being used up, and where its being used up?

DUMeter shows bandwidth consumption, but only on the computer it's installed on. If you're on a network and want something for your entire network, this won't help.

PC Pitstop has benches for everything, including internet connection.
I have Tiny Personal Firewall, that breaks everything down, and I expect most software firewalls do also (ZoneAlarm is NOT a firewall😛).

I downloaded DU Meter, but I don't get how it works. Basically, what I want, is a program that will tell me which program is using up a lot of bandwith. Know what I mean?

maybe there aren't any programs using it.. does the DUmeter display and connection speeds above like .02 like MOST of the time?
if so than something IS using bandwidth.. shut off Kazaa.
 
For DL: I get varying ranges from 2.3 to 30, and for UL: I got varying ranges from 3 to 30 as well.

I did have Direct Connect open, and Kazaa, but I recently closed them, and it stays the same.
