Is there a program that can read/write to a Raspberry Pi SD card?

Mine is used for emulation and wanted an easy way to move ROM files to or from my Raspberry sd card. I was hoping there is a way to read/write using my Windows 10 laptop like it does with my Android phone. I don't want to risk messing up the sd card though so even if it's read only it would be helpful just to be able to browse or delete ROMS on the Pi card.
 
Not sure about Windows but I know if you just use a sd card reader in Linux it will pop up just like a USB stick and you should be able to add files to it.

It should also work in Windows though... I think it just uses fat32.
