Is there a program somewhere that matches a color to corresponding HTML code?

Is there a free program that does this?

Like I specify the color (preferably thru the standard windows thing...like u slide the crosshair around/adjust intensity), and the program will output the color code?

hmm...i dont really want a color chart...i wanna be able to specify the color i want...like looking at a "rainbow", and i can pick a point...and it'll tell me the code for that particular point of color.

I used to have a program called "Gradient Color" that would do this...but it's long lost...and i cant find it
