Is there a program I could use on my laptop to keep my CPU fan spinning?

I want to make my CPU fan to spin more then it does because it is freezing my laptop on me, is there a windows setting or a program that will let me change how it spins?
 
a laptop? i'm not sure. there should be a setting in the laptop to tell it to lower the speed of the CPU so that the fan can handle it. have you tried cleaning the laptop? maybe the vent is full of dust?
 
It's an Acer Centrino Laptop Model Travelmate 2420, There is setting I can change to lower the CPU but not to speed up the fan, the laptop is only about 5 months old.

I think the Heat from the CPU is somehow cousing trouble with my video because it frooze on me a few times and all times it has been when the CPU fan kicks in.

I just tried this doesn't alow me to do anything with the fan, I also tried speedfan but no luck with that either.
