is there a phone number for Bing cashback customer service?

No, but somehow I got into a live chat with a person once....look around, I'm not sure on where I found it. You could just find a live chat, then tell the agent you need to speak to someone about Cashback, and they'll probably connect you to them.

Anyone been able to still find any live support link where you can speak to someone about your cashback account? At the moment I can't even access the e-mail link for some reason. The page just won't load.
