Is there a PCI card that is a dedicated TV-out?

I need to get a PCI card to complement a Voodoo3 so that the system(which has no AGP slot) can display video to a television. Is there a cheap way to do this?

I was going to suggest something like a Dxr3 decoder card but I'm not sure that will let you just have basic screen output or not. You could get a V3 with TV-out, couldn't you, or did they only make TV-out on the AGP versions?

A Dxr3 or Hollywood+ only outputs MPEG2 video, not your desktop or anything else. I know there is a company that makes a PCI card to give TV out, but I don't think it is cheap, and I can't remember their name at the moment. I'll post it if I remember....
