is there a member fee for paypal?

you only get fees if you choose the premier membership, which allows you to accept CC

just do the personal account and never get fees charged
 
sorry to steal the thread, but if you have a personal account, does that mean that only people who have their bank accounts registered or existing balances can pay you? or does it just mean that they have to pay you through paypal's site and not through a web page?
