Is there a free long distance provider in MD?

I am getting a new phone number for my new home in Maryland / Wash DC district (Wheaton / Silver Spring). Since I'm on verizon wireless with unlimited nights / weekends, I don't need long distance at all, but as well all know, Verizon requires a long distance provider. I haven't had my own phone line in some 5 years, and I was wondering if there are any companies nowadays that do not charge anything monthly or have any minimum requirements, but can still qualify as a long distance provider. i.e. I usually use 1010811 for my long distance, but they don't qualify as a long distance provider to Verizon.

I was recommended Qwest, as they have a long distance without a monthly, but it requires using $10 each month in 6cent/minute calls, which I simply won't be doing.
