Is there a dual-format DVD burner that'll burn at 4X?

Well Plextor makes one that burns DVD+RW at 8x and 4x and then DVD-RW at 4x. So to answer your question, yes, Plextor makes one. www.plextor.com.

Correction, Plextor makes a drive that burns at 8X DVD+R, 4X DVD+RW, 4X DVD-R and 2X DVD-RW.

The NEC 1300a is a 4x dual format dvd drive and can be had for under $150-- no rebates, got mine from krex.com for like $145 with tax (in store pickup)
