Most consumers are going to fall into two groups:
1) those who have the terminology mixed up and
2) those who are aware that those in #1 have the terminology mixed up and know what they meant.
SVHS is a video recording standard based on VHS; s-video is a video signal transmission standard. The comparison to asking the difference between Ethernet and Windows XP is very apt.
I have lots of video hardware with 4-pin mini-din connectors besides SVHS decks. For that matter, I have several SVHS decks that use either JVC's weird-style s-video connector (anybody know what it's called?) or a pair of BNCs.
You can call it an "SVHS cable" if you want. You'll be technically wrong, but most people will know what you mean, anyway.
