Ask him questions he should know as a MCSE, or what 7 tests he took to get it.

I would also like to add that in my experience, there relationship between certifications and applicable knowledge/general competence seems to be an inverse one.
 
When you get your MCSE/MCP etc, you receive a link that lists your classes that you passed online. You can easily view someones accomplishments that way. . .all you need is that link.

if he is really a MIT grad then he shouldn't have an MCSE because he is either a high level programmer creating new languages or the next google or doing some kind of cutting edge research

 
Yes, Microsoft not only has a database, but they allow MCPs to grant others access to their online transcripts for just such an occasion as this.

Transcript Sharing
Provide access to your transcript for your employer or colleagues.

By setting up an Access Code you can allow your employer and colleagues to access your certification transcript online. Give them your Transcript ID and your Access Code and invite them to check your qualifications at www.microsoft.com/learning/mcp/transcripts. The Transcript ID is system generated; you may view it after saving the access code for the first time. The Access Code must be Alphanumeric only with a minimum length of 8 characters and is case sensitive.

By entering an Access Code I allow Microsoft to disclose my certification information to any person that successfully provides the combination of my Transcript ID and Access Code.
