Target is pretty good for reasonable clothes on the cheap. Then there's your standard mall stores that have decent clothes on sale - Gap, BR, J.Crew. If you're looking for high fashion (i.e. designer) clothes, sometimes places like Bluefly and smaller boutique stores have big sales.
