I can either use a usb capture card, or a pci slot one, pci express, whatever they might be. Something with HDMI would be helpful, if not hdmi I could use component. I dont have the budget to buy a HD PVR from that hauppauge company (If I even spelled that right). A cheap PCI slot card would be nice, but sadly the cheapest one I could find is 90$, I think that might be the lowest prices will go for these. If anyone could help me out thatd be nice. Oh, and, Since I need the video on my TV and computer to record it, if there is such thing as an hdmi splitter, So I could split my xbox connection to my TV and computer.

I think you may have missed the point of HDMI. HDMI uses HDCP, "to stop HDCP-encrypted content from being played on devices that do not support HDCP or which have been modified to copy HDCP content."

Component recording is possible. I agree that it will be hard to get much below $90, though WalMart has this for $78. The reason some TV tuners are so much cheaper is that they either don't deal with HD video or deal only with pre-compressed HD video.

Edit: I figured out to search for the keyword "game" in Video Capture & Editing on Newegg. Here's a $50 box.

you won't get anything cheaper than $90

(there are other devices out there, but since its a niche market and might run afoul of DMCA laws, mostly sold outside of USA and were expensive 2-3 years ago)

also, HDCP has been compromised, so if you have the technological knowhow, you could build your own decryptor... maybe some companies in China will sell devices that use this

I know someone that "streams" PS3 games online. HDMI out, to HDMI-to-compoenent adaptor box (HDCP stripper), to a component video amp/distribution panel, to the capture input, as well as to the display monitor.
