Is there a bug in the quick reply box, or did someone turn it off?

Did you try re-opening it with the arrow and then docking it again? Maybe it just got "un-docked" when the style was changed temporarily.
 
This is a quick reply using the quick reply box at the bottom of the page of these forums 🙂 Got to it by clicking the arrow and choosing dock for the docked format.

Working fine...
