Is Ther a way to?? (Copy DVD)

Is there a way to (legally) copy snippets (5-15 seconds long I suppose) from a DVD movie Region 1 to a program (or file) then string them together? Just curious. Not lookin to distribute anything or do anything illegal, just wantin to fool around and wanted to see if this was possible.
