I've never quite understood what these download accelerators actually do. I mean, if your line can DL at 1 mb/s, what do these programs do that speeds up the download?

some sites limit how fast you can download. The download accelerator can bypass that, letting you download with all your bandwith instead of a fraction of it. For example, a site might limit you to 100 kiloBytes per second. Well, the DL accellerator can start 6 threads, and let you download at 600KB per second.
