Is the War in Iraq over?

What criteria has to be met? Who makes the decision? Or is this something that won't be declared?

War against Iraq? Yah, pretty much over.
War against Americans in Iraq? Probably gonna last a couple more years.

I'm betting we either pull out leaving a shaky pseudo-elected government in place that will probably topple over to be replaced by another dictator in the next 10-20 years which America will probably be in cahoots with, or we actually start to care about the stability of the world and put some effort into creating a democratic Iraq (and hopefully a democratic Afghanistan as well).

20-1 odds on the latter.

I agree it will topple, but I'd bet it's within 4 years... Iraq knows nothing but war.
