Is the TA Cube truely borg?

I was supposed to be studying and had a random thought. If the TA Cube were truely Borg wouldn't the other races they defeat be assimilated into the Cube.

For example the Cube's battle with the Skil race. Once the Skil race has been defeated shouldn't the Skil's uniqueness(their blocks) be assimilated into the collective?

I don't know. Just a random thought.
