Is "The Sum of All Fears" based on the same Tom Clancy material as Rainbow Six Rogue Spear?

Like they didn't make it obvious in the previews that a nuke went off in a densely populated area

He didn't spoil it for you. The movie has been changed from the book quite a bit.

Some changes are to be expected, but when you can tell that a lot has been changed just from the previews it's usually a bad sign.
