Is the "Sort" command in the taskbar properties totally useless?

Is it supposed to sort all the start menu items in alphabetical order? It has never seemed to work on any of the computers or Windows installations I have worked with.

It works just fine. The list is not totally alphabetical because shortcuts are sorted seperately from the folders.
