Is the slow speed of DVD Dual Layer (2.4X) a function of the writer or the media?

Is it not possible or workable for that writing speed to change in the future ?
And is it likely that it would take a while for that writing speed to improve soon, or will the DL media, presumably limited to 2.4X or 4X speed take a while for the manufacturers to get it all sold and off their shelves before they make faster DL media available ?

8x DVD+R DL. early next year. A responder stated that "52x CD's and 16X DVD's are at the rpm limits of the media". If so, we are not that far from the limits of DVD DL production. Ring true for you ?
