Is the rack from the Hercules GTXP considered an amp?

I want to know this because I'm trying to decide whether to get some Grado headphones or Sennheiser. I heard Sennheiser sounds the best between the two with an amp.

It's not considered to be an "amp" in the sense of a home theater amp. All sounds cards provide a certain voltage output through the output jacks , so in that sense it WILL provide power to create sound. The nice thing is that the XP rack has a golden volume knob on the front panel AND you can't go wrong with Sennheiser.
