Is the mod a bot?

Happypuppy's last locked thread spawned an interesting question.

I know on occasion that threads needing to be locked, get locked. But then again, some innocuous discussions seem to get the smackdown as well.

Do you think there's a mod-bot that parses the threads, locking everything with the word "mod" in the title? Or is there a system where threads get flagged and bagged by the man behind the curtain?
