Is the intel E4300 stockl HSF good enough for OCing?

The stock heatsink is ok for a mild overclock, but I wouldn't try for 3ghz on it.
Don't have an E4300 myself, so can tell you what temps are like. My E6600 runs at about 53c(orthos) with a scythe ninja at 3.2ghz.

I was considering that thing, but I dont think the temps on it are much lower than the stock cooler.

I think the ultra90 might be a better buy.

I think people expect temps to be lower than room. It's pretty rare in my experience. Temps in the mid 50's to 60 celcius won't hurt your cpu. In my opinion, it's not worth it to spend $50 or more on the heatsink to drop the temp a few degrees. I would focus on case air flow or go with water cooling.
