Is the HSF included in the retail version of cpu's usually good enough for overclocking?

Yes, but you might not get as good of an oc, temps will be considerably higher (~5-10c over good cooler).

Does the retail version also come with Artic Silver or something similar?

The retail version has a thermal pad that is not quite as good as artic silver. I would upgrade the HSF if you are looking to overclock. You might want to check out the HSFs I have for sale.

Depends:

P4 Nothwood: hellz no
P4 Prescott: low overclocking
AMD 64: low overclocking
AMD X2 3800+ through 4600+ (I believe) old coolers: mid overclocking
New AMD X2 coolers and Opteron coolers: overclock away!
