Is the fan supposed to turn?

OK, so this is the fourth system I've built, but I have what sounds like a dumb question.

I've put the Athlon 64 3200 into the ASUS A8N-E board I picked up on the Microsoft/AMD tech tour. I installed 1 GB of good memory, an Xmdia PCI-E card, and the Cooler Master power source (430W). I figured it would be good to do a test before putting in the case, so on the desktop (literally, but with a foam pad) I plugged the LCD into the card, made the two power connections, and flipped the power on and got...almost nothin'.:(

No fan motion on the power source, no fan motion on the CPU cooler, and when I put an external fan onto the CPU fan pins, no motion. The only thing I get is a lonely green LED on the motherboard.:disgust:

I reseated the memory, the video card, and the LCD connection, but nothin' but the green LED.:frown:

Please tell me its somethin' easy...I'm not too proud.:confused:

I am not the electrical wizard here, but i would test the PSU.

Unplug everything, then jumper the Green and Black wire near the center of the 20/24 pin
plug(jump w/paperclip). Now turn on the PSU. It's cooling fan should spin-up. If you have
a DMM, check all the pins for a voltage reading. This will eliminate the PSU if all is good.
There will be different readings,-12,.-5,+12,+5,+3.3.
You did indicate the PSU fan was not turning, did you not?
Come back with good or bad news.

You would have been inodated with help over in General Hardware.

Ah, shorting green and black results in the fan spinning, so I suspect either I have the CPU in wrong (I don't think so), or the mobo is DOA.

I think I'll' migrate to General Hardware...
