Is the Extended ATX form factor a legitimate form factor?

Browsing around, i'm finding spec sheets for ATX, BTX, Micro-ATX etc. But for the life of me, i can't find any documentation about the Extended ATX (EATX) form factor. Does this exist? Who's the governing body? (it doesnt appear to be formfactors.org) I can always build to SSI EEB, but EATX is so much more appealing to me, as it's a little more widely used and i'll find more cases to integrate into.
