Is the CPU DEAD if the Pc won't boot?

I have an Epox 8kha+ mobo which supports upto an Xp 2000+, and I'm currently using a 1Ghz Athlon Cpu, well i ordered a 1.2ghz Athlon and recieved it earlier today and when I put it in and turned the Pc on, the Pc didnt beep and it didn't boot at all, just a black screen.

Does this mean the CPU is dead? Or is there something else required?

Also, how important is applying that cpu epoxy stuff? Because I don't own any.

I am assuming you mean thermal compound and yes it is essential.

As to why it won't turn on, is the fan plugged into the CPU header?

Did you have the computer unplugged while you where changing the CPU? There is power still running in the mobo with it just shut down.

Does the 1gig still work?

AMD CPUs are filled with magic smoke. If you let it out, they stop working.

Seriously, look at the chip to make sure you haven't crushed the core (little pieces of silicon is a good clue.) Another idea is that your 1 GHZ may be an Athlon-C which runs at 133mhz, your new 1.2 Ghz may run at 100mhz, so check that jumper on the motherboard.
