Is the "banking part of the internet" down?

Reason I'm asking is that most of the credit unions/banks in my city have no access to their accounts. Neither over the phone or in person. PITA, b/c I'm trying to transfer some money to checking so my checks don't go "boi-oi-oi-oing."

Just thought I'd ask...maybe someone knows?
 
I did tech support for online banking about 4 years ago. In the year and a half I was there, the whole network went down twice. (we supported about 150 credit unions).

One time it was due to a construction worker cutting a fiber optic line somwhere in texas and I don't recall what the second was. At that time Sprint was handling the network.
 
Ironically, it came back up about three minutes ago (South TX). It's been down since about 0730 CST, today.
