I have no idea what this PC is for, what you're paying for it, what you're upgrading from - need more details, much more.

1. What will the PC be used for?
2. What is your max. budget in your local currency?
3. Where are you buying your parts from - what country, what sites?
4. Are you buying a prebuilt rig and if so, have you considered building it yourself instead?
5. Do you already own a PC and if so, are there any parts you could reuse?
6. Do you need to buy any peripherals (monitor, mouse etc)?
7. Do you own a copy of Windows 7 (64bit)?
8. Do you plan to overclock the CPU?
9. What is your monitor resolution?
10. When do you plan to build the PC?

If he's gaming, it would be better to drop to a 2500k or 3570k, and spend the extra to move up to a Radeon HD 7850 if possible. But we don't know if he's gaming or, say, doing video editing, which his current configuration is likely better for.

Although, if this:
Power Supply:cooler 400w 334
means a Cooler Master PSU, you should look for a better brand. XFX, Seasonic, Corsair, and a few others are good. But if 334 is the price, he's not in the USA, so brand choices could be limited.
