edit for mi tonto-ness

It's still necessary. Baking soda != baking powder.
Baking soda needs to be activated with an acid in order to do its leavening.

If you have the following you can make your own baking powder...

Sift together:
2 tablespoons cream of tartar
1 tablespoon cornstarch (optional)
1 tablespoon baking soda

Combine and store in an airtight container.
Use in place of store bought baking powder.

If he doesn't have baking powder, something tells me that he probably doesn't have cream of tartar. ;) You never know though.

LMAO - yeah, you do have a point.
Oh well, it can be chalked up as useless information. :)

Cornstarch is optional, its mainly used to stop it from caking if you plan on making large amounts and keeping.

so:

2 Measure cream of tartar
1 Measure baking soda

will work.

Depending on the application, arrowroot powder can be used in lieu of cornstarch. It's more readily dissolved and blends better into delicate sauces but loses its hold after 15 minutes or if reheated.
