Do SSD / controller designers set the temp threshold really high for TT to kick in resulting in slower disk operation?

Do SSD / controller designers set the temp threshold really high for TT to kick in resulting in slower disk operation?
For the average user, no. The manufacturer's set a throttling point to prevent the drive from being damaged, or dying prematurely.

Plus, there are numerous different SSDs out there, so this really is a way too broad question. Some drives are much cooler running than others.
