Is something like this worth it?

I wouldnt bother. Just use some form of alcohol cleaner (such as metheralted spirits or sergical spirits).

Then again, if you change heatsinks fairly often, it might be worth it for you.

Grab a <$1 bottle of isopropyl (rubbing) alcohol. Get the highest concentration you can find and you'll have 16oz of heatsink cleaner and disinfectant. Yes, it's 100% safe for your CPU and any boards it may drip onto.
